Missing Nether Ambience Sounds and Particles + Wrong Sky Colors on 1.16 - 1.21.10 Servers

Bug Description

No sounds and particles effects in the nether, also for me the sky color is not correct for some biomes (Crimson Forest, Nether Wastes and Warped Forest)

Steps to Reproduce

1. Join any Server on 1.16 - 1.21.10
2. Go to the nether dimension using a nether portal or something
3. You can see no particles and no sounds are playing (to better view the sky color go to the nether roof)

Expected Behavior

Ambience sounds should play as well as particles should render in certain biomes

I only tested those versions, maybe older are affected

Edit: For what i can see, starting from 1.16 to 1.21.10 have this issue. I forgot nether ambience and sounds was add in 1.16 and not below.

Btw joining 1.21.11 servers works fine
