[semantic-analyzer branch] Move restrictions on declarations/definitions to semantic analyzer from parser.

I think this is more practical to have these restrictions in semantic analyzer than in parser. SA can check is it a function/declaration/definition, which flags it should have, etc.

This will be done after base of semantic analyzer works properly.
