Move Debian build rules for gbp to salsa.debian.org? #1

Description

@petterreinholdtsen

It might make sense to move this git repository to the Debian git service https://salsa.debian.org/, where it will be easier to get help from the Debian QA infrastructure and Debian developers.

Steffan proposed it, and I agree that it might be a good choice. The advantages is that the git repository will be tracked by the Debian Janitor system, which report (and some time commit) issues that should be fixed in the packaging, like dependencies changing names.

I suspect it might make sense to place it into one of the existing teams in Debian, and my proposal is the Science team which already contain freecad, opencamlib and other packages related to linuxcnc. An disadvantage with such team maintenance is that the 'maintainer' field in debian/control will be the mailing list for that team, and any Debian bugs reported will be sent to that mailing list instead of the LinuxCNC developer team.

As far as I can tell, me, Steffen and Sebastian are already members of the Science team in Debian. I am sure Andy and others can become members too.
