Could you create a new project and add files/dependencies manually. My project is created using dotnet core 1.0 and I assume that you have some different version. There are some breaking changes in core 1.1 and 2.0 that causes these errors (csproj replaced with xproj, then xproj replaced with csproj, introduced and then deprecated package.json, need some VS dependencies, etc.) I have not created a solution for every version, so my advice is to start from the clean project or use VSCode and CLI (dotnet build).
