A lot of processes around how to point, when to move a story from one sprint to another, etc should be owned by the SM. The SM should be empowered to make executive decisions. The team shouldn't care, they should be more concerned about their delivery, and the SM should care about who that delivery is tracked.

This is not to say that the team can't have input. On the other hand, the SM should not fully own the process.

In a way, the SM is a mix between being the judicial and the executive branch of the team. They are responsible for enforcing the standards that the team comes up with. But they should also be enabled to make executive decisions for the team.
